Johor has 149, Penang 81, Perak 33, Melaka 28, Negeri Sembilan 25 and Kedah 21. Pahang, Kelantan, Terengganu, Perlis, Labuan and Putrajaya have 18 between them, and 23 register rows list no state. JTKSM licenses Category B agencies for placement of workers within and outside Malaysia, plus the placement of foreign domestic workers locally.

Category C covers placement within and outside Malaysia, plus non-citizen employees locally. It carries the highest capital requirement of the three licence types: JTKSM gives paid-up capital as a range from RM50,000 for Category A up to RM250,000 for Category C.

Both categories are issued under the Private Employment Agencies Act 1981 (Act 246), as amended in 2017 (amendment bill). The category tells you what a licence allows. It is not a quality grade, so judge an agency on its licence, its written fee breakdown and how clearly it answers your questions before you sign anything.
Do this before you pay any deposit
Every agency page here shows its JTKSM licence number and category, taken from the public register.
Search the JTKSM register of active agencies. Enter the number exactly as it appears on the agency’s certificate, because formats vary.
Confirm the company name and category match before paying any deposit. Then check the JTKSM Cancelled/Suspended list as well.
This matters. On 6 June 2026, Bukit Aman’s Commercial Crime Investigation Department warned of a syndicate placing maids who vanish within days, after which the agent cannot be reached (NST, 6 June 2026). The pitch is fast placement, attractive deposit rates and documents that look real.
Protect yourself: never pay a deposit into a personal bank account, check phone and account numbers on the Semak Mule portal, and keep every receipt and message. If you have been caught, call the National Scam Response Centre on 997. For licence questions, JTKSM takes enquiries on 03-8000 8000.
For Indonesian helpers, the Immigration Department publishes a cap on the agency fee. Its foreign domestic helper page sets out two numbers every employer should know:
